Since the radicals know that the FBI is trying to find out what they are doing, they need a secluded place near a target to recruit. Imagine if the Sac Bee ran the Denmark cartoons, their would be instant out cries from the radicals. But, they could also use it as an opportunity to move an OTF muslim(On The Fence) into action. Most people won't riot if called to do so, however, if there is an event that causes an emotional uprise, then the furvor of the moment will sweep people into action.
